Where Land Casinos Are Legal

Three Indian jurisdictions are historically associated with licensed, land-based casino gambling: Goa, Sikkim, and Daman & Diu.

Each reached this position through its own legislative path rather than a shared national policy, and each keeps its casino permission narrow — confined to specific licensed premises rather than a general legalisation of gambling within the state.

Goa

Goa is the jurisdiction most commonly associated with legal land-based casinos in India. Its state gaming legislation, amended after the state's own history under Portuguese administration and subsequent integration into India, permits casinos to operate within designated hotels and, distinctively, aboard licensed vessels on the Mandovi river. This offshore arrangement has made Goa's casino sector visually and administratively distinct from the rest of the country. Daman & Diu

The union territory of Daman & Diu — administratively linked with Goa for much of its post-independence history as former Portuguese territories — permitted a land-based casino in Daman under rules that mirror Goa's approach. A narrow exception, not a national rule

It is worth stressing what these three jurisdictions do not represent. They are not evidence of a broader national trend toward legalising casino gambling, nor do they imply that gambling is generally permitted anywhere near their borders. Neighbouring states retain their own, typically much more restrictive, gambling laws, and travelling across a state line does not carry a casino permission with it.
